Deby: The bigger head is not too smooth, but if you have something that it doesn't matter, it is tough enough to grind down anything you need. The small one is a super nice head, smooth and super tough too, but better for more detailed work. I will be using the small one to reshape some chipped stones. I would say since half of these are great, I would give it 3 stars.

JosephC: packaged tightly and all that was required is to screw the drill shank into the buffing wheel before use. The threads were a little tight so used a drill to grip the shank and slowly run the drill while firmly holding the buffing wheels got them seated into place.
Using a buffing wheel is so much easier than manually scuffing the rubber before installing a glued patch. This wheel quickly cleans and prepares the surface for a permanent patch.

Lee: They work great to clean and roughen the inside of a tire before patching. Much faster and more effective than doing it manually. The smaller size works great for motorcycle tires.
