That may be due to the local water treatment, so be mindful of that.

Steven: I've used api ph down and up for years to control my ph levels in my tank. It really does work if you know what you are doing. If you have what is called a "stable tank" you can see it rise or fall within a few hours. Note though if you are not cleaning your substrate, filters and doing your water changes weekly or bi monthly like your supposed to be. Then yes you'll find this product wont work at all. For a band new tank, one without fish in it, I'll add twice what it says on the bottle to "shock" the water. I live in Montana and we have a lot of minerals in our water so it is tuff to get it to that initial stable point before adding fish. If you currently have fish in your tank. Then the ph should only be change slowly over several days not wanting it to change more .2 over a day. For larger tanks, 75 gal or larger. I would recommend a large water stabilizer solution as this product you will need to add several bottles before you get to that stable point.
