You can only fill it with air using a ball pump, therefor, i slit a small cut on top to fill it with water as much as i could then used E600 between the cut and around the outer to completely close it. There will be a slight wrinkle or more volume you can add inside which i used the ball pump to pump some air to fill the remaining space inside the bouy.
