It's bubble wrap. Hard to see where the perforations are and to rip them but overall, it works fine.

This is the second roll of bubble wrap I ordered. The first was fantastic. It ripped well in the indicated bubble rows. The latest one is horrible. Many bubbles are flattened or burst. The wrap does not tear evenly. I am very disappointed with this product this time around. I have to cut every section with scissors, adding time to my packing plan.
